Fitness to drive and MPS permits

Mobility Parking Scheme applicants who hold a NSW driver licence will also have their medical fitness to drive assessed if Roads and Maritime Services (replacing Roads and Traffic Authority) has not been notified of any medical condition on their licence.

The Mobility Parking Scheme application form has been expanded to include a medical review section so that the applicant's medical fitness to drive can be assessed as appropriate.

Driver licence applicants who hold a Mobility Parking Scheme permit may be asked to provide a medical report about their fitness to drive at their next licence application (reissue, renewal or replacement) if Roads and Maritime Services (replacing Roads and Traffic Authority) has not been notified of any medical condition on their licences.

Drivers who are applying for a NSW driver licence for the first time and already hold a Mobility Parking Scheme permit will be required to provide evidence of their medical fitness to drive before a licence will be issued.

These changes came into effect on 18 May 2009.

Why am I being asked to provide a medical report?

Roads and Maritime Services (replacing Roads and Traffic Authority) has a responsibility to ensure that all NSW licence holders are medically fit to drive.

We have introduced the medical report requirement to prove a driver's fitness to drive when a licence holder also holds a Mobility Parking Scheme permit. Safer drivers make safer roads.

Why am I being asked to provide a medical report if my condition is temporary?

With immediate effect, the medical report regarding fitness to drive only needs to be completed for Temporary MPS permit applicants if you are applying for a renewal of your MPS permit which will result in you continuously holding a Temporary MPS permit for more than six consecutive months.

How long has this requirement been in place?

The Mobility Parking Scheme ‘fitness to drive’ medical requirement was introduced on 18 May 2009.

Who is required to provide a medical report?

  • Any applicant for the issue, reissue, renewal or replacement of a NSW licence (including interstate and overseas licence transfers) who already has a Mobility Parking Scheme permit and is not already subject to medical review by Roads and Maritime Services (replacing Roads and Traffic Authority).
  • Any applicant for the issue or renewal of a Mobility Parking Scheme permit who holds a NSW licence and is not already subject to medical review by Roads and Maritime Services (replacing Roads and Traffic Authority) or whose licence has not been endorsed with the use of a disability aid (‘D’ condition), medical condition ('R' condition) or vehicle modification (‘V’ condition).

I'm applying for an MPS permit and have a driver licence. Do I have to provide a completed 'fitness to drive' medical report at the time?

No. If you agree, an R019 licence condition is added to your record and a General Medical Assessment Report is printed.

You must return the completed medical report to Roads and Maritime Services (replacing Roads and Traffic Authority) to be recorded within eight weeks or your NSW driver licence will be suspended.

If you agree to the issue of the medical report form your Mobility Parking Scheme permit can be issued immediately. If you do not agree, the Mobility Parking Scheme permit cannot be issued.

I need to renew/reissue/replace my driver licence and I hold an MPS permit. Do I have to provide a completed 'fitness to drive' medical report at the time?

No. If you agree, an R019 licence condition is added to your record and a General Medical Assessment Report is printed.

You must return the completed Medical Report to Roads and Maritime Services (replacing Roads and Traffic Authority) to be recorded within eight weeks or your NSW driver licence will be suspended.

If you agree to the issue of the medical report form your NSW driver licence can be renewed/reissued/replaced immediately. If you do not agree, the licence transaction cannot take place.

I'm applying for my first NSW driver licence and I hold an MPS permit. Do I have to provide a completed ‘fitness to drive’ medical at time time? 

Yes. If you agree, an R019 licence condition is added to your record and a General Medical Assessment Report is printed.

You must return the completed Medical Report to be recorded by Roads and Maritime Services (replacing Roads and Traffic Authority) before the first issue of a NSW driver licence.

Alternatively, you may surrender your MPS permit, if not required, and continue with the issue of the NSW driver licence immediately.

What if I do not wish to provide the medical report?

You may return or withdraw your Mobility Parking Scheme permit application or renewal, or you may surrender your NSW licence. In either case, the medical report will no longer be required.
