Mobility Parking Scheme (MPS) photo requirements

MPS cards are similar to driver licence cards, with security features such as holograms and a photograph of the cardholder. These features help prevent possible misuse of MPS cards. Individual and Temporary MPS cards include a photo of the cardholder, with the exception of cards for people younger than 16 years of age.

Exemptions from having a photo will be granted only where the applicant suffers from facial disfigurement, or has mobility disabilities so severe that they cannot attend a motor registry in person. In both instances a supporting letter from a medical doctor is required.

Please note that MPS applicants who hold a driver licence or a passport will not be granted an exemption.

How to apply for an exemption 

You can apply for an exemption by sending a letter of request accompanied by a completed application form and a supporting letter from a medical doctor to:

If approved, we will provide you with a letter of exemption that should be presented at a motor registry with your application by your authorised representative.
