There are heavy penalties for the misuse of Mobility Parking Scheme (MPS) cards.

Under the Road Transport (Safety and Traffic Management) Regulation 1999, the RTA can revoke misused cards. The Conditions of Use are on the application form and will be supplied with your card.

Heavy fines apply for parking illegally in spaces reserved for people with disabilities. You can also incur a fine if you have a card but do not display it on the vehicle when parking in a reserved space. 

Conditions of Use

An MPS card is issued subject to the following conditions. Heavy penalties may apply for failing to adhere to these conditions. Your MPS card:

  1. Should be displayed unobscured at the bottom or top-left hand corner of the vehicle’s windscreen, or on any fixed, pivoted or hinged window on the left hand (passenger) side of the vehicle. If this is not practicable, it should be placed in an area where the whole of the card may be viewed from outside the vehicle. The side marked 'THIS SIDE UP' must face out.
  2. Must only be displayed when the vehicle is being used to transport the individual to whom the card was issued. In the case of an organisation, must only be displayed when the vehicle is being used to transport an eligible person with the permission of the organisation. Must not be used to visit, or run errands for, an eligible person when that person is not being transported in the vehicle.
  3. Must be produced on direction from a police officer or other authorised officer.
  4. Is valid until the date of expiry, unless it is revoked sooner.
  5. Must be renewed on expiry, otherwise parking infringement notices may be issued by an authorised officer.
  6. Must be returned to a motor registry as soon as the person no longer suffers from the disability that made them eligible for the card.
  7. Must not be reproduced, copied, defaced, altered or destroyed.
  8. Is not valid if reproduced, copied, defaced or otherwise altered or where one or more of the personal or organisation details on the card (eg card number or card expiry date) is illegible.
  9. In the case of a card issued to an organisation, must be monitored and tracked at all times.
  10. If used in another State or Territory, may be used in accordance with prevailing parking concessions.
  11. May be revoked by the RTA for misuse or breach of any of the conditions, and if revoked must be returned immediately to a motor registry.
  12. Is subject to other such conditions that may be imposed in writing by the RTA on the cardholder.
