Richmond Road upgrade between Bells Creek and Vine Street West

The proposed concept design and review of environmental factors (REF) for the Richmond Road upgrade between Bells Creek, Colebee and Vine Street West, Marsden Park was displayed for community comments in November and December 2011.

Roads and Maritime Services has considered all community feedback received during the REF display period. A Submissions Report summarising the issues raised in all submissions and providing responses to each issue is now available from the project documents page.

Background

Richmond Road is currently a two lane road north of Bells Creek, Colebee. It is proposed to be upgraded between Bells Creek and Vine Street West, to a four lane divided road with a central median with the provision for six lanes in the future.

The development of the North West Growth Centre will mean that Richmond Road will require upgrading as precinct development occurs. The upgraded road will service the expected traffic growth from the North West Growth Centre.

Construction is planned in stages in conjunction with precinct development.

Features of the project

  • An upgrade from two to a four lane divided road with a landscaped central median. The median upgrade would provide space for widening to six lanes in the future.
  • A posted vehicle speed limit of 80km/h.
  • Two metre wide shoulders.
  • A three metre wide off-road shared pedestrian / cyclist path on the western side of the road with provision made on the eastern side of the road in the future.
  • New intersections with traffic lights at Townson Road, South Street and access to the Colebee and Marsden Park Industrial precincts.
  • Grange Avenue would be restricted to left in / left out.
  • Closure of Hollinsworth Road, access via Townson Road.
  • Bus priority capability at traffic lights and indented bus bays on Richmond Road.
  • Designated turning lanes, and bicycle and pedestrian crossing provisions at traffic lights.
  • Adjustments to public utilities such as gas, electricity and telephone lines along the route.

Benefits

  • Increased capacity for future traffic growth.
  • Improved safety for motorists by the construction of a central median to separate opposing traffic flows.
  • Improved safety for cyclists and pedestrians with an off-road shared path.
  • Improved travel times.
  • Improved access and travel times for road freight Sydney's north west.
  • Bus priority capability at traffic lights.
  • Improved access to future North West Growth Centre precincts along Richmond Road.
  • Improved landscaping.
