Proposed safety improvements at Otford

Roads and Maritime Services (formerly Roads and Traffic Authority) is proposing improvements to the parking layout at Bulgo Lookout to enhance the safety of all road users including vehicles and pedestrians. Our analysis has been based on incidents including two crashes, one in July 2010 and another resulting in a fatality in 2007. There is a risk of future incidents at this location.

Roads and Maritime Services (formerly Roads and Traffic Authority) proposed the safety improvements in July 2010 and received feedback from the community.

Roads and Maritime Services (formerly Roads and Traffic Authority) investigated the issues raised by the community. Comments on the proposal closed on 23 May 2011 following a community drop-in session held on 15 May 2011.

No final decisions on improving safety have been made.

Feedback included:

  • Concerns about the proposed carpark changes, particularly the proposed reduction in spaces.
  • A range of safety concerns including sight distance and the possibility of cars parking in less safe areas.
  • Other issues including concerns about speeding and pedestrian amenity.

PROPOSAL OVERVIEW

The proposed upgrade would include:

  • Building defined entry and exit points with one way traffic flow. This would improve safety for vehicles and motorcycles entering and exiting the busy lookout from Lady Wakehurst Drive.
  • Delivering formalised car and motorcycle parking with line marking and designated car and motorcycle bays. Currently cars and motorcycles are parking in an unregulated manner. There would be a minor reduction in the amount of cars that can park at the lookout; however this proposal improves safety for all road users including vehicles, motorcycles and pedestrians who share the use of the lookout.
  • Installing a raised median to provide safety for pedestrians crossing the road using a pedestrian refuge.
