The Pacific Highway upgrade between the F3 Freeway and Raymond Terrace involves a 15 kilometre dual carriageway upgrade of the Pacific Highway bypassing Heatherbrae.

Roads and Maritime Services (formerly Roads and Traffic Authority) has undertaken investigations to upgrade the Pacific Highway to provide the 'missing link' between the F3 Freeway south of John Renshaw Drive and the Raymond Terrace bypass.

The concept design for the F3 Freeway to Raymond Terrace has been developed.

A concept design submissions report has been prepared that outlines the submissions received and Roads and Maritime Services' (formerly Roads and Traffic Authority) response.

Roads and Maritime Services (formerly Roads and Traffic Authority) has approached Port Stephens and Newcastle Councils and formally reserved the highway corridor in the local environmental plans. The boundaries of the corridor are based on the final concept design. 

Timing of construction will depend on funding availability. Once this is determined, an environmental assessment will commence and planning approval will be sought to allow construction to commence.

Key features

• 15 kilometres of four lane highway.
• A grade separated full access interchange would be provided at the F3 Freeway at Black Hill south of the John Renshaw Drive roundabout.
• A partial interchange at the Raymond Terrace bypass would enable access to and from the local road network and the upgrade.
• Access to Tomago Road and the industrial area for northbound traffic would be via an off ramp. Southbound traffic from Tomago can access the upgrade via on on-load ramp.
• North of Tomago Road ramps would allow northbound traffic to exit the upgrade to Heatherbrae and allow southbound traffic to leave the upgrade and access the existing highway.
• Existing highway businesses would access the upgrade via the interchange at Black Hill.  Traffic can leave and return to the upgrade using the same interchange or could continue northbound to enter the upgrade north of the river at Tomago Road.
• Access to businesses on the highway at Heatherbrae would be via a ramp north of Tomago Road and at the interchange on the Raymond Terrace bypass north of Windeyers Creek.
