Heavy Vehicle Competency Based Assessment (HVCBA) with an RTA accredited assessor is the primary method for obtaining a Heavy vehicle licence in the Sydney, Central Coast and Newcastle regions.

HVCBA offers the flexibility for professional drivers to select their own assessor, learn and be assessed in a vehicle of their choice and arrange their own appointment times.

The RTA also provides heavy vehicle driving tests for those applicants outside of the Sydney, Central Coast and Newcastle regions as an option to HVCBA.

The CBA system is administered by licensed driving instructors who are accredited by the RTA as CBA assessors. The RTA heavy vehicle driving test is administered by RTA testing officers.

Both the RTA heavy vehicle driving test and CBA are conducted in loaded vehicles.

The RTA heavy vehicle driving test and CBA system apply to all heavy vehicle licence classes from light rigid (LR) to heavy combination (HC).
