Contaminated land management

The RTA is committed to managing contaminated land in accordance with relevant contaminated land legislation and industry standard best management practices. As part of this commitment, contaminated land management is incorporated into the planning, design and operation of the NSW State Road network. Appropriate assessment, investigation and management of contaminated land is required for the purchase, management and sale of all land.

RTA Contaminated Land Management Guideline

The RTA Contaminated Land Management Guideline has been prepared for RTA staff and contractors to provide direction on the contaminated land management process. This guideline is not intended to be a technical manual, but a guide for RTA staff and contractors to follow to ensure that legislative requirements are met, and to ensure that the RTA does not incur liabilities through the purchase, management or sale of contaminated sites.

This guideline encourages the early detection and investigation of contaminated sites, and the incorporation of this information into property management strategies. Consideration must be given to the site management objectives to ensure contaminated land assessment is directed toward meeting the requirements of future land uses.

This guideline provides process guidance on the following:

  • Determining site management objectives;
  • Determining the requirement to investigate a site for contamination;
  • Preliminary and detailed site investigations;
  • Identification of significant risk of harm and the duty to report to DEC;
  • Consultation with DEC Accredited  third party auditors; and
  • Contaminated site management, remediation, validation and monitoring.

RTA Panel for the Provision of Contaminated site Investigation and Management Services

A specialist panel for contaminated land management services has been established by RTA to engage experts in this field at an agreed performance level to RTA. The Panel was established with the purpose of seeking consultancies that can consistently provide RTA with practical and effective management outcomes based on sound technical reasoning. The RTA Contaminated Land Management Guideline provides advice on contracting and managing specialist Panel consultants, and Appendix A of the Guideline provides Panel contact details alongwith contacts for their specified RTA liaison Officers.
