Local and Regional Development Committees are used in the land use development assessment process in New South Wales. The purpose of the committees is to advise councils on road safety, traffic and transport management matters. The following information outlines the role and administrative arrangements for each committee.
Regional Advisory Development Committee
The Regional Development Committee (RDC) is created and chaired by Roads and Maritime Services (replacing Roads and Traffic Authority) to advise council on road safety, traffic and transport impacts of development applications under the Infrastructure SEPP. Roads and Maritime Services (replacing Roads and Traffic Authority) Regional staff serve on the Regional Committee.
It is important to note that although chaired by Roads and Maritime Services (replacing Roads and Traffic Authority), the RDC holds independent views. In this regard a separate Roads and Maritime Services (replacing Roads and Traffic Authority) response to a development application is a result of the assessment procedure. In many instances Roads and Maritime Services (replacing Roads and Traffic Authority) provides its own response to land use development applications.
Regional Development Committee role is to advise councils on major developments which generate significant levels of traffic generation. A Regional Development Committee consists of the following members:
- Roads and Maritime Services (replacing Roads and Traffic Authority) representative. This representative acts as the Chairperson and is responsible for the operation of the RDC, and to advise on traffic management and road safety.
- Local Government Association. This representative provides consultation and advice on behalf of the local community and local developments.
- Police Service representative. This representative provides consultation and provides advice on enforcement and road safety.
- Transport for NSW representative (casual member).
- Transport Worker's Union (casual member).
Infrastructure SEPP clauses 13-16 describes consultation requirements that may refer developments to Regional Development Committees. Following the determination of a development (as considered by the RDC), Council must advise that Committee, Roads and Maritime Services (replacing Roads and Traffic Authority) and the police of its determination on the proposal.
Local (Council) Development Committee
The Local Development Committees is created by Council to consult with members on a development application. Local Development Committees are serviced by Councils.
The Local Development Committee role is to advise councils on developments in terms of road safety and traffic generation. A Local Development Committee consists of the following members:
- Council representative. This representative acts as the Chairperson and is responsible for the operation and administration of the LDC.
- Roads and Maritime Services (replacing Roads and Traffic Authority) representative. This representative is involved in the consultation and gives advice on traffic generation, traffic impacts, traffic management and road access.
- Police Service representative. This representative provides consultation and advice on enforcement and road safety.
- Transport for NSW representative (casual member).
It should be noted that following the determination of a development application (as considered by the LDC), Council must advise Roads and Maritime Services (replacing Roads and Traffic Authority) and police of its determination on the proposal.
