The Windsor flood evacuation route, was opened on Sunday, 16 September 2007 by the Hon Eric Roozendaal, Minister for Roads and the bridge was named after the late Jim Anderson, a local Member of Parliament.
Jim Anderson’s wife, Kathleen was joined by the Hon Allan Shearan, the Hon John Aquilina and local Mayor Rex Stubbs in celebrating the opening.
As a once in a lifetime opportunity for pedestrians to walk to route, more than 4,000 people followed the RAAF band from the Richmond air base as they lead the crowd across the bridge from Mulgrave to Windsor.
Shuttle buses operated from both Windsor Railway Station and the overflow car park at the Hawkesbury Hospital on Day Street to take walkers back to their vehicles at Mulgrave. The bridge was opened to traffic later that day.
As part of the Windsor Road Upgrade program, the RTA built the 2.6km, two-lane road between Richmond Road/Macquarie Street at Windsor, and Groves Avenue/Windsor Road at Mulgrave, with a high-level bridge across South Creek. The project also formed the Windsor flood evacuation route, which is part of the Hawkesbury Nepean floodplain management strategy and incorporates the Hawkesbury Valley Way.
How it happened
An Environmental Impact Statement (EIS) was exhibited for public comment in 2002 and the project received conditional approval from the then Minister for Infrastructure and Planning in November 2003.
Property acquisitions started in 2004.
Resurfacing of Groves Avenue was completed in June 2005.
The construction contract was awarded to Abigroup Contractors Pty Ltd in November 2005.
Construction started in March 2006.
Construction of the bridge deck was completed in early November 2006.
The bridge was officially opened by the Hon Eric Roozendaal, Minister for Roads on 16 September, 2007.

Upgraded signalised intersections connect the new road to the Macquarie Street/Richmond Road intersection at Windsor and George Street and Richmond Road.
Service road along Forbes Street between Macquarie and Mileham streets.
Extension of Day Street and a new intersection that links with the flood evacuation route.
A high-level, 1.5 km long bridge over South Creek.
Cycle access on the shoulder of the new road and bridge.
