Overview of the Windsor Road upgrade

The Windsor Road construction program is a $500 million upgrade of Windsor and Old Windsor Roads to provide four lanes between Parramatta and McGraths Hill, together with a high-level Windsor flood evacuation route across South Creek.

The upgrade has reduced traffic congestion and cut travel times from Sydney’s north-west to the city and Parramatta, as well as providing a safer road environment for all road users. The flood evacuation route will give Windsor residents additional time to evacuate to safety in the event of a major flood.

The upgrade is approximately 28 kilometres in length. It is the largest urban arterial road program undertaken by any state government.

The Windsor Road corridor is one of the oldest in Australia and is an important part of Sydney’s road network, connecting Sydney's north-west to the Blue Mountains via Bells Line of Road and the Hunter Valley via Putty Road.

It also connects to Sydney’s orbital motorway network, which will provide significant travel time benefits for motorists.

The works program was developed after discussions with Baulkham Hills, Blacktown and Hawkesbury councils and community representatives.

The upgrade of Windsor Road to four lanes has been completed, with the final section (Mile End Road to Boundary Road) opened to traffic in December 2006.

• Four lanes: Norbrik to Celebration Drive, Glenwood (completed October 2002).
• Four lanes: Sunnyholt Road to Merriville Road, Kellyville (completed March 2002).
• Four lanes: Henry Road to Curtis Road, Vineyard (completed June 2002).
• IIntersection improvements at Old Windsor Road and Seven Hills Road, and Seven Hills Road to Abbott Road, Seven Hills (completed February 2003).
• Four lanes: Merriville Road to Scholfields Road, Rouse Hill (completed August 2003).
• Four lanes: Schofields Road to Mile End Road, Rouse Hill (completed April 2004).
• Four lanes: Level Crossing Road to Henry Road, Vineyard (completed April 2004).  
• Four lanes: Curtis Road, Vineyard to Pitt Town Road, McGraths Hill (completed April 2004).
• Four lanes: Norwest Boulevarde to Showground Road, Castle Hill (completed December 2004)
• Four lanes: Roxborough Park Road to Norwest Boulevards, Baulkham Hills (completed July 2006).
• Four lanes: Acres Road to Old Windsor Road, Kellyville (completed July 2006).
• Four lanes: Boundary Road to Level Crossing Road, Vineyard (completed September 2006).
• Four lanes: Mile End Road, Rouse Hill to Boundary Road, Box Hill (opened to traffic December 2006).
• Windsor Flood Evacuation Route across South Creek (completed September 2007).
