Moree town centre bypass – approval authorities

A full list of the Conditions of Approval for the Moree own centre bypass is available to view or download from the box at the bottom of this page.

All works will be undertaken in accordance with the project’s 77 conditions of approval. The then Minister Assisting the Minister for Planning and Infrastructure (Planning Administration) issued the conditions in July 2004.

The conditions include requirements for monitoring, assessment, reporting and consultation when undertaking works. These conditions are for monitoring and compliance requirements for noise and vibration during construction and provide clear guidance on the processes required for community involvement and environmental management.

Approval authorities

The following is a list of relevant authorities and their area of responsibility for the Moree Town Centre Bypass.

Minister Assisting the Minister for Planning and Infrastructure (Planning Administration)

Approval authority under the Environmental Planning and Assessment Act 1979.

Department of Planning www.planning.nsw.gov.au

Approval of various environmental and management plans as required under the project Conditions of Approval. Regulate activities that impact on watercourses, riparian zones and groundwater within Crown lands, and soil management issues.

Heritage Office NSW www.heritage.nsw.gov.au

Approval authority for activities that impact or potentially impact on non aboriginal heritage items.

Department of Environment and Climate Change and Water www.environment.nsw.gov.au

The department regulates:

  • Activities to protect air and water quality, limit noise impacts and the use of certain chemicals.
  • Natural and cultural heritage including biodiversity and threatened species, Aboriginal cultural heritage, historic sites and pest management.
  • Sustainable consumption, resource use and waste management.

Moree Plains Shire Council www.mpsc.nsw.gov.au

Council approves construction activities on its land, including:

  • Activities taking place on council roads including lane closures and hours of closure.
  • Erection of temporary structures for the construction activity.

NSW Department of Primary Industries www.dpi.nsw.gov.au

The department is responsible for:

  • Conservation of fish stocks and protection of key fish habitat.
  • Regulation of construction activities that affect fish habitat and fish passage, including crossings and watercourses.
