As part of the Windsor Road upgrade, the RTA has widened the Windsor Road to a four-lane divided road between Mile End Road, Rouse Hill and Boundary Road, Box Hill. Construction commenced in August 2005 and all four lanes were opened to traffic in December 2006. This project was fully funded by the NSW State Government.
Key features of the upgrade
Four traffic lanes with sealed shoulders and a central median.
Deviation of Windsor Road to the east around Rouse Hill Public School between Mile End Road and Guntawong Road.
New intersection with Annangrove Road on the deviation.
Traffic signals with pedestrian crossings at Annangrove Road, Nelson Road, Garfield Road East/Terry Road and Boundary Road.
Raising the road at low areas and improving drainage to assist McGraths Hill flood evacuation requirements.
Dedicated right-turn bays, left in/left-out access and safer intersections at various local roads.
Bus bays and provision for bus priority at traffic signals.
Shared 3 metre wide shared pedestrian and cyclist path along the western side of Windsor Road.
Access to properties fronting Windsor Road will be left in/left out to improve safety.
Heavy vehicle inspection bay between Guntawong Road and Nelson Road.
Benefits of the project
The upgrading of this 5.2km section of Windsor Road has had major benefits for the local community as well as for through traffic.
Travel times and safety along the road have been improved and congestion reduced. There is also improved access for local road users, including pedestrians and cyclists.
Public transport will be enhanced by constructing bus bays and providing bus priority lanes at signalised intersections.
The upgrade has provided an improved evacuation route for McGraths Hill during major flooding. This is part of the Hawkesbury-Nepean Flood Management strategy developed by the Department of Planning, the RTA, the Department of Community Services and the State Emergency Service.
